Brilliant move by Gray Davis to illegally triple the CA car tax without a 2/3 vote in the Assembly while he is fighting to save his A$$ over the next 2 months from being recalled on October 7...Those tripled fees are already arriving in resident's mailboxes this week (the tripling takes effect for those registrations that expire on or after October 1).

It's not a new tax. They are taking away a substantial credit that started showing up on everybody's registration bill back when the state coffers were full of cash. When it was put in place, it was said that the credit would be removed if/when the state had any financial hardship.

I would say this qualifies as a financial hardship, and as such, the credit is going away.

Claiming that Davis is tripling the car tax is not entirely accurate.
