Yes, that is the question.

And whether she is competent is another. I tend to think she is (at least no dementia). She is certainly not being rational at the moment. Does that mean if she slits her wrists I should let her? (Another valid question, and 'no' I'm not afraid she would do that.) If she was able to fend for herself, it wouldn't even be a discussion. But she's isn't. She could easily perish there without someone to look after her. She may be an adult, but she is as helpless as a small child in terms of daily living (e.g. shopping for food).

Where do our responsibilities to her begin (and end)? I don't know.
