You also need water to flush toilets. Last September, Pittsburgh experienced massive flooding due to Hurrican Ivan. My house is located in one of the highest spots in the Pittsburgh area, so we only got some slight water seepage on our concrete basement floor. However, the local water company's pumping station, which is located on the nearby river, was submerged and was not able to maintain adequate pressure in the water supply lines. I had to tap into my 30 gallon water supply to obtain water to flush toilets. Back in 1999, I had purchased six 5-gallon plastic water containers for Y2K. I keep these containers filled just in the event my home's water supply is interrupted.Mike
