I have two friends (married couple, both U.S. citizens) who moved to Europe a couple of years ago. Both are working, and they have no intention of returning to the States to live anytime soon (if at all). The wife works for a U.S. company (Bear Stearns) but presumably all things payroll and tax related are local. Can they open an IRA?

Why doesn't the wife ask Bear Stearns - or other US firms, such as Fidelity, which have offices in England or elsewhere in Europe?
