Can I participate in a 401(k) and have a self directed Roth Ira? If not would it be better if I declined the 401k and used the foolish four method for my IRA?

401k Max investment tax free contribution 10800 or 15% or salary.
IRA $2000.
10800 is better than 2000. Thus the answer is NO to question number 2.
