Can my daughter now mail her return?

Yes.

Should she attach a copy of her daughter's amended return?

No.

Will this hold her return up for a long time?

Depends on your definition of a long time. Processing time for mailed returns is longer than e-filed returns. And I have no idea if the IRS continues to check for duplicate SSNs when a paper return is filed. They haven't in the past, but things change every year behind the scenes, and this would be a pretty easy one for the IRS to start checking.

There's really nothing else you can do at this point but file the return and wait.
