Can this be something else but scam?

Let's play the old dilbert game "Which is more likely?"

Which is more likely:
a) That this belize company wants you to wire money to gibraltar to buy german stocks to get around those pesky US SEC regulations that prevent you from getting amazing returns on your money.
b) That this belize company wants you to wire money to gibraltar to buy german stocks to get around those pesky US SEC regulations that prevent them from taking all your money, disconnecting their phone, and heading off the the Grand Caymans for some R&R.

It's possible that this is not a scam. It's also possible that you'll win the next powerball jackpot. You would be better off investing your money in the latter.
