Can you apply without committing to a purchase?

I could try.

If they don't give me 9.9% (is that the best advertized rate?)
then they likely don't give anyone it.

Though I applied for a credit card at Target, and they gave me
only the rip off store version of the card instead of the
real version.

I don't know how they decide sometimes, but I know my credit rating
is great (I just refinanced)

They might only give a better rate to bigger purchases, as they stand
to make more money that way. But >20% is usurious especially these
days with the prime rate so low!
