Last year my wife donated some money to the memorial fund of a childhood neighbor who passed away. The check was made out to the fund: "The John Doe Memorial Fund." The fund was set up to benefit the person's surviving family members (young children). I've taken a look at Publication 526, but am still unsure whether this contribution is deductible, and would appreciate any advice.

It is not deductible. Only contributions to qualified organizations are deductible.
