Okay, here it is:

H.R.274
SPONSOR: Rep Schumer (introduced 01/07/97)
A bill to amend the Truth in Lending Act to require a credit card issuer to disclose, in any preapproved application, solicitation, or offer to open a credit card account under an open end consumer credit plan, each rate of interest that will actually apply to any credit extended under such plan, and for other purposes.
SUMMARY: (AS INTRODUCED)
Truth in Credit Card Offers Act - Amends the Truth in Lending Act to mandate disclosure of: (1) each annual percentage rate of interest that will actually apply to preapproved credit card solicitations or applications for an open end consumer credit plan; (2) a precise description of the index or other basis and the manner used to determine such rate; and (3) such rate in typeface twice as high as that used for any other item in the table.
Referred to the Subcommittee on Financial Institutions and Consumer Credit.

Also of interest:

H.R.3066
SPONSOR: Rep Maloney, C. (introduced 11/13/97)
A bill to amend the Truth in Lending Act to require 90 days notice before changing the annual percentage rate of interest applicable on any credit card account or before changing the index used to determine such rate, and for other purposes.
SUMMARY: (AS INTRODUCED)
Credit Card Interest Rate Change Disclosure Act - Amends the Truth in Lending Act to set forth a 90-day advance notice period as a prerequisite to any increase in an annual percentage rate of interest (APR), or in the index used to determine APR, applicable to an open-end consumer credit plan.
Referred to the Subcommittee on Financial Institutions and Consumer Credit.

Both bills are stuck in:
House Committee on Banking and Financial Services
2129 Rayburn H.O.B.
Washington, D.C. 20515
(202) 225-7502

Hope this helps. I have already sent letters to both these representatives in support of their bills during my battle with Advanta.

Christine
