My wife and I have joint custody of my stepdaughter; she lives with us 50% of the time, and we alternate claiming her as a dependent each year.

This year, we aren't claiming her as a dependent. Can we still take the Child & Dependent Care Credit? I notice in Turbotax there is an option to classify a child as "Not A Dependent (EIC Child Care Only)". Is this how we do it or is that for some other use? In Turbotax, it appears a dependent must be listed initially before being available to take the C&DC credit for.
