Hello all - Thanks in advance for any help you may be able to provide. Also, I've already filed so a timely response is not necessary.

NC State form D-400 line 21 is "Tax Credit for Child Health Insurance Premiums" (From Form D400TC, Part 5, Line 39)

D400TC Part 5 is the calculation. We meet the federal adjusted gross income requirements to take this $100 credit. However,my tax preparer says that since we didn't meet the 7.5% floor for medical expenses on our Schedule A we are not eligible for this credit.

Any ideas? If you need more information from me just let me know.
