It should be made clear that marriage is not a basic human or civil right. It is controlled by the government, and there are already many restrictions in place.

The fact is that many types of marriage are illegal, and this demonstrates the right of government and society to establish limits as to the definition of marriage. Polygamy is illegal, although the petitioners may well be consenting adults. It is not a type of marriage that is condoned in our society.

There are many other people who would potentially petition for marriage, including pedophiles or siblings. Is denying the petition a violation of anyone's civil rights? No.

Marriage is not a civil right. The people have the right to define social institutions, and exercise this right regularly.
