I love seeing reports like this, as I just keep imagining all the people who are becoming more Foolish and getting out of debt.

I can't figure out which of the following two scenarios will be a result of this...

1. Credit card companies raise their rates with the excuse, "We have no choice. People just keep paying off their balances, and we're not making any money."


2. Credit card companies lower their rates with the explanation, "We have no choice. People just keep paying off their balances, and we have to attract more customers."

Any guesses?
