Don't forget, the regulated prices were lobbied heavily for by PG&E and Edison. So the losses they took were due to their own efforts, not merely shortsighted regulators who didn't talk to industry... The power shortage was very clearly price manipulation by producers to take advantage of the tightened supply and high demand of the time.
