Don't do that without your neighbor's permission.

Depending on where you live, it may be a criminal offense. Where I live (Michigan), it's a felony punishable by up to 5 years in prison and a $10,000 fine.

If you really need a faster connection, why not just pay for it? When I upgraded my connection speed from 6 mbit/sec to 12 mbit/sec, as I recall my monthly bill went up just $5 or $10.
