In the eyes of the IRS is each ROTH account a person holds considered a separate account or does the IRS consider all Roth accounts you hold as one Roth account? I held a Roth etf account and a Roth money market account that held $49.70. In an attempt to simplify my holdings I closed without thinking the Roth MM fund & moved the funds to a regular MM account. Since the Roth MM was held only 4 years I will need to pay a penalty. Does the IRS charge a penalty on just the Roth MM fund or will the IRS charge a penalty based on all the Roth accounts I hold?

Penalties are assessed only on distributions.

You can withdraw contributions at anytime without penalty or taxes.
