Either of them could take on additional jobs to pay for and support the child, but they figure the emotional investment that comes with spending time with their children is far more valuable than worrying about the financial concerns. Like it or not, life and circumstances sometimes limits the money-making potential of others. They shouldn't be denied the right to raise a family solely on monetary concerns only. Through public aid, the money is there for them to do things the way they like. And it's no business of ours.

I can't believe you! You are advocating the moral equivalent of stealing. Public aid is fine for people who become impoverished or for people who appreciate the fact that they receiving something they don't deserve and haven't earned. As far as I'm concerned, the second two babies and any subsequent "replacements" should have been taken from the Whites. They have demonstrated that they aren't fit to be parents.
