My new employer refuses to enroll me in its health-insurance
benefit plan until next year, since (for whatever reason) there
is no record that I submitted the necessary paperwork within 31
days of my start date.

HR claims they can't help me because IRS regs (127?) tie its
hands -- some gobbledegook about "constructive receipt". So,
in addition to now having to pay out-of-pocket health insurance,
this gives me a discontinuity of coverage (since I didn't dis-
cover the problem until recently).

What can I do?
