The attitude you are referring too is very prevalent. Fortunately your bothers woe's are somewhat manageable, perhaps not for him.

Did you ever consider asking the card company to up the limit? Not sumthing I would normally recommend, but atleast if you get it above the balance level that 18 fee would not post... Just a thought.

About First USA they have a 20 late fee and 20 over credit fee. I do remember it might be as high as 25 for each. That is what their current T's n C's state.
And speaking from experience They have EXACTLY the same attitude with their customers if they get near that kind of trouble...
