I can, technically, block calls on my dad’s landline, but it’s a long complicated process to identify the offending numbers and then block them. It would be easier to just put in a list of permitted numbers, but I’m not seeing how to do that at all.

Meanwhile, luckily, he doesn’t send money. He does make pledges, but when I see the follow-up letters for those I just write “Cancel. Do not call.” on them and return them without the money.
