ogrecat had asked about what income levels would qualify one for poverty programs. Here's a link that shows the federal government guidelines.

As I said before, check with your own state/local government to find out what you are eligible for, because they tend to interpret the guidelines different. So you may be able to make more money and still be eligible. However, this is a good guideline on what is the maximum you can earn to be eligible for those discount/benefits.
