Fertilized eggs are the only ones that can make baby chickens. Most of the eggs that are produced for consumption are not fertilized. In order for a chicken to lay fertilized eggs, she must be impregnated by the rooster. He does it in normal typical fashion.

Seems like every egg I get hold of is fertilized. You can tell because there will be the very beginnings of the embroyo on the edge of the yolk. Shows up as kind of a film, with a bit of structure.
