I have an account with E*Trade for these last 3 years.
I am a foreigner and my country does'nt have a income tax treaty with the United States.
When I first filled the W-8BEN 3 years ago I have left Part ll not filled because for me it was not applicable and they(e*trade) excepted it and now I have to fill a new one because after 3 years one have to renew the form.Now they are saying that it is not properly filled and it may cause me tax@28% which I always have paid with that rate and trading restrictions.
I hope that someone can help me to resolve this problem because I have only time till 12/31/07
