For smaller purchases on my debit card there's no PIN needed! I recall it is <$30 or so.

I have even seen the card that you wave near the scanner instead if swipe. Some of those don't need a PIN for small transactions either. When a friend and I saw a commercial touting this, he said "Making identity theft that much easier!"
