From what you posted it sounds like the delay has nothing to do with the savings bond. If you are writing the check for the funds from another firm the new bank wants to make sure the check clears and the money is really there.

My bank requires a 3 day waiting period for funds to be available if the check is drawn on another instate bank and 5 days if it is an out of state bank.
