4. House Moves Quickly on Marriage Tax Penalty Relief

On Friday, January 7, House Republican leadership promised to bring two important tax relief issues to the floor as their first major votes this session: the education savings accounts, which would help parents save for their children's education; and the marriage tax penalty relief, which would tax married couples fairly.

Both of these bills were passed by the House and Senate last year but were unfortunately vetoed by the president. However, President Clinton has suddenly taken a turn in the right direction on one
issue. In his State of the Union address, he announced that he now supported a bill that would fix the marriage tax penalty.

House and Senate Republican leadership began work immediately on a new Marriage Tax Penalty Relief bill the morning following Clinton's surprising announcement. On Wednesday, the House Ways and Means
Committee passed a bill that would immediately double the standard deduction for married couples and allow a greater amount of their income to be taxed at the 15 percent rate before being bumped into the 28 percent tax bracket. Following this quick action by the House,
President Clinton began back peddling arguing that Marriage Tax Penalty relief should be done in a different way.
