FYI, the ball-bearing pulleys don't spin freely either, and I can't remember any of my bushing pulleys doing so. I think there's just not enough mass to keep them going. What you are looking for is smooth action, not free-spinning. If it was free-spinning I would be concerned it was too loose which would lead to slop when you put load on it.
