Given that this column is from the Opinion section of the NY Times, that the writer is a law professor, not an economist, and that the writer provides no data to support their statement, I would say that that statement is just as valid as any opinion you can find here on TMF. given that it's NYT (vs WSJ) and Law Prof (vs Bank Teller), i'd give it a BIT more validity than a random opinion around here
