Led by Republican opposition, the Senate on Tuesday rejected a UN treaty on rights of the disabled modeled after the landmark Americans with Disabilities Act. With 38 Republicans casting “no” votes, the 61-38 vote fell 5 short of the two-thirds majority needed to ratify a treaty. The vote took place in an unusually solemn atmosphere, with senators at their desks rather than milling around the podium. Former Senate Majority Leader Bob Dole, looking frail and in a wheelchair, was there to support the treaty.

When you're 89 and just released from Walter Reed 6 days ago, you probably shouldn't go anywhere. But Dole is a fighter, with brain aneurysm surgery and prostate cancer in his past, along with a 10-month hospitalization for pneumonia in 2010. He also took German machine gun fire in WW II and later got 2 Purple Hearts and the Bronze Star. He knows he's now squarely in the shadow of the Reaper. He was there because this treaty was important to him. His wife Elizabeth wheeled him into the well area at the front of the Senate. Kerry and McCain made impassioned speeches urging ratification.

The GOP loves to sign pledges, don't they? In September, 36 senators signed a letter that said there'd be no treaty ratifications during the lame duck session. Supporters rejected the idea it was inappropriate to consider an international treaty in a post-election lame-duck session. Last night, a visibly smoldering Lawrence O'Donnell pointed out that since the 1970s, the Senate had voted to approve treaties 19 times during lame ducks. He called the vote "a day of shame" for the Senate.

“It really isn’t controversial,” Kerry said. “What this treaty says is simple. It just says you can’t discriminate against the disabled. It says that other countries have to do what we did 22 years ago when we set the example for the world and passed the Americans with Disabilities Act.” Kerry said it was “one of the saddest days I’ve seen in almost 28 years...and it needs to be a wake-up call about a broken institution that’s letting down the American people.”

O'Donnell observed that some of the naysayers would undoubtedly stand before the Senate upon Dole's demise and deliver flowery tributes. But
this was probably an easy one for them. After all, when you've been obstructing the leader of the free world for 4 years, sticking it to an old guy in a wheelchair was probably nothing more than an unremorseful cakewalk.

There was no point in our ratifying it. We already have the ADA. 155 other nations have ratified it so they're bound by it. Why subject ourselves to a useless treaty for no reason? The vote should have been 100 against.

All meaningless to the whackos and loons. Bob Dole is too moderate for today's Republican Party. But the whackos would call him a liberal.

They had the same compassion for wounded vet John McCain when McCain disagreed with republicans. Then they didn't.

It's heartwarming to see liberals caring so much about Bob Dole.

For me, this is not all about Bob Dole. There are two things at issue. The first is about voting against something that they didn't oppose because of some arbitrary pledge they made. It makes them look very petty.

The second is about their lack of respect for Bob Dole. I will say, I have always had a soft spot for Bob Dole. I don't agree with all of his politics, but I respect him greatly. He is an old school Republican (in the best sense) who was always able to bridge conservative and moderate positions. He was never afraid to cross the aisle on things that he agreed with. For instance, he has long been a supporter of civil rights, rights for the disabled. And I think he did a great job as Senate leader. If we had more people like Bob Dole in Congress, we probably wouldn't be in the deadlocked nightmare that we are now.

The Republican's turning their back on him wasn't just a snub to the man. It was an example, in so many ways, of the abandonment of the type of respectful politics that I think Bob Dole represents. It really is sad.

Allow me to translate: Progressives, independents, and moderates alike used to have a great deal of respect for John McCain for his independent positions that seemed to put the good of the country ahead of the increasing lock-step ideology of his party (e.g., opposing the Bush tax cuts). When he flip-flopped on virtually all of those stances in order to win the 2008 nomination, and especially when he made such an absurd choice for a running mate, his status among progressives and independents took a nose dive that he doesn't seem to be interested in recovering from.

I'm not sure what his war wounds have to do with any of this, or what you are insinuating by the reference. Were we supposed to embrace a dumb dumb like Sarah Palin because John McCain's shoulders were injured under torture?

just a reminder to a guy who needs a thought or two.....

McCain lost in 2000 to Bush because he was swift boated.

Bush who really had not served swift boated McCain like it was low hanging fruit to enjoy with little or no work involved. The Republican rank and file loved it.

Kerry and McCain were both swift boated by the likes of Carl Rove. Bush had no standards for how low he could go.

I guess for this nation the only one way to go is to clean house. The GOP might be headed for still and another fall. We the people of the United States need to rid ourselves of the GOP.
