Greetings, Brybz, and welcome. You asked:

Is it true I cannot rollover monies in my previous employer's 401k plan into my current employer's SIMPLE-IRA plan?

If yes, then can I still open a Roth-IRA?

A SIMPLE may accept transfers only from another SIMPLE, so you may NOT transfer your old 401k money into the SIMPLE sponsored by your new employer. You may still transfer that money into a traditional IRA, and that transfer will in no way affect your ability to make an annual contribution of up to $2K to either a traditional or a Roth IRA.
