If it's in an IRA at a bank, then when it matures you may cash it in and transfer the proceeds to your Vanguard IRA. As to the Treasury issue, you say you have that at Treasury Direct. That tells me automatically it is not in an IRA because Treasury Direct will not act as an IRA custodian.My guess is none of this money is presently inside an IRA. An IRA may accept cash and cash only from taxable accounts.
