Greetings, Goldtut, and welcome. You asked:

<<In the Motley Fool's Investment Tax Guide 2000, on page 38, it states that a proposed change of the Taxpayer Refund and Relief Act of 1999 included an icrease in Roth contributions, and for those over 50, "catch-up contributions of 10% to 50% of the normal contribution limit". Were these changes inacted? If so, which I doubt, when do they go into effect? I called the IRS and the rep couldn't find anything on record. Does anybody know? >>

No, nothing has yet been enacted into law regarding those issues. Legislation is pending and may be passed and possibly signed by the President, though. Personally, I'm not holding my breath awaiting its arrival, but if it is enacted, be assured that it will be well-publicized in this election year.
