My guess is there's something in the plan document that specifies this and that's it's an older plan not covered by ERISA. You might want to check out the library on TIAA-CREF's website. I dimly recall reading something there about a three-year rollover period to an IRA a year or so ago. Anyway, TIAA-CREF has a lot of info on 403b plans, so it's worth your while to check it out.
