Pretty much. Below a certain point, though, if you are left out of the top X teams, there's a good chance you have no real argument to claim you are the best.

I still advocate this one: eight teams -- the top 6 conference champions and the top 2 at large bids (not carved in stone; could be 5 and 3). If you can't make it into one of these categories, I don't think you have much of a case for being #1.
