Re: tax rates vs. personal income by states, take a
gander at

The tax foundation used all state taxes collected,
including income tax, sales tax, Gasoline Tax, Cigarette Tax, Spirits Tax, etc.
(I guess property tax is imposed by city/county/school districts?)

Quick synopsis:

Rank State Taxes per $1000 of income
==== ===== =========================
1 New Mexico $105.10
2 Hawaii 102.82
3 Delaware 91.73
4 Minnesota 90.67
5 West Virginia 87.21
==== ===== =========================
Average $ 68.39
==== ===== =========================
46 Tennessee 55.93
47 Colorado 53.72
48 South Dakota 52.21
49 Texas 51.63
50 New Hampshire 30.03

State tax collection total = $474,990,564,000 for Fiscal Year 1998.

According to their site (I know you can't believe EVERYTHING you read):
"The Tax Foundation is a nonpartisan, nonprofit
organization that has monitored fiscal policy at
the federal, state and local levels since 1937."
