Re: tax rates vs. personal income by states, take a
gander at http://www.taxfoundation.org/staterankings.html

The tax foundation used all state taxes collected,
including income tax, sales tax, Gasoline Tax, Cigarette Tax, Spirits Tax, etc.
(I guess property tax is imposed by city/county/school districts?)
