You need a fabric that drapes around you and floats. Some of the cheap Halloween fabric you will be disappointed with. Suggest that you unwind part of the bolt and drape the fabric over one shoulder. If it immediately slides off when you tilt your shoulder slightly, it won't work as a veil. As far as scarfs are concerned, hit the local Goodwill and pick up some of those old square shear scarfs. I sew some tassles, beads, or coins onto them for great scarfs to stuff into your belt at each hip.
