You should consider getting her's out of the CD and into mutual funds. Index funds are a good, low cost option.

If you're a long way from retirement, the more likely it is that the tax free growth on your contributions will outweigh the taxes from conversion. If you can pay the taxes without using the IRA assets, it may be a good idea.
