OK, try these:

A used car salesman is giving away a free teddy bear with every car sold. The bears are sitting on the hoods of the cars during a Saturday promotional. These are free bears, so I guess it's OK to walk down the street and take a half dozen or so. Maybe I'll buy a car later.

A particular shaving lotion gives you a "free" travelers size can when you buy the full size can. The small can is free, so I guess I can just remove a few of these for my upcoming trip. Maybe if I like the product I'll buy a big can later. . .as long as it has one of those free travel size cans attached, which of course it won't because some klepto has lifted them all.

You can't think that this is appropriate behavior! At least I hope you can't.
