had made a mistake when applying for SS and that he could not apply again for another 2 years

Maybe the person was 60 years old and needed to wait 2 years for eligibility? or a widow/widower/divorced spouse thing (needed to wait till divorced spouse applied to collect off spouse's work record)?maybe they meant SS disability??
