He called me this morning and said sorry for being drunk and that he makes nearly twice what I make a year and his relatives bailed him out.

He's the one bailing on himself.

If he makes a decent living but can't pay his electric bill, than he has a spending problem and not an income problem. Let him solve his own problems.

And IMHO, hanging out with friends like that is going to be "poison" to your own life and getting a handle on your own situation. If you're trying to get sober from a drug dependancy, you don't hang with old friends who have their own drug problems. Same with financial issues IMO.
