I've held onto shares in a municipal bond fund WAY too long (investment return peaked after 5 years, and I've been in for about 10 years). What's the best way to move the money/best place to put it in order to avoid paying 20% in taxes...

Unfortunately, any way you look at it, redeeming shares, or cashing out of the bond fund is a taxable event, and the IRS wants it's cut.
