Yes, Windows 8's Bundled Mil program doesn't support POP. However, Windows Mail--part of the Windows Essentials collection of free tools--with a POP-only account does, and so does Thunderbird.

However, don't think you problem is the POP support part. Looks to me that it's your own ISP is Filtering Itself out, as a bad unsecured server,in their SPAM control efforts,,,,, LOL...

This "Message-Output Reject" has nothing to do with Thunderbird or Win-8/Mail, it's your own outgoing SMTP/ISP that is rejecting the message and refusing to relay it.

As long as you Incoming mail works fine in Thunderbird, then an easy fix is to use another Outgoing SMTP as your Output side!!!
Don't know what other Accounts (with other ISP's) you have but, you could go and create an GMAIL or Hotmail, or???, account and use that as your Outgoing SMTP,in Thunderbird, like this:, on Port 465, with SSL/TLS selected, and Normal Password.

Your other options are to read the link KURTV provided and go with the Windows Essentials Collection Mail but, that is NOT going to correct the SPAM filter problem with your ISP. I would stick with T-Bird...

You could also setup GMAIL to Import and get all your other ISP/POP3 Account's e-mails and have them all combined into one single InBox in GMAIL and T-Bird.
