Yes, you can have your salary reduction payments go directly to a 403b(7) at Vanguard (or anywhere else into a 403b(7)).

I do not know about your Fidelity question. I've never dealt with them. In Vanguard, my 403b(7) has access to all their funds. You should be able to roll the Fidelity account over into an equivalent (i.e. 403b-7) at Vanguard, if this is what you decide to do.

I know you can transfer the VALIC to Vanguard. I've done that.
