Hi FailteFool,
You don't give a person much to go on to give you advice. You say your friends want to stay in NC, but want to be in an area where they can live on a shoestring. If their mortgage is paid, where they presently live has to be considered. If the mortgage isn't paid, they have to decide how to work that into their shoestring budget.
The major expenditures are going to be around housing and food with medicines possibly bringing up the rear. Food and medicines are going to be about the same no matter where they live so that is going to be a big influence where they live. The housing issue is one that is going to have to be put to bed before they can continue their plan.
