How exactly does one know if a member of the Taliban or al- Qaeda is civilian or military?

Ah Ha! You've pointed out the essence of difference between old school warfare (uniforms & marching) and new school warfare (clandestine bomb factories & terrorism). The old days of capturing the enemy's capitol to win the war are waning.

The United States of America has the hands down best military in the whole wide world, bar none. Therefore the only way to fight them is with Guerrilla warfare or terrorism.

Guerrilla warfare in the Pakistan/Afghanistan region can not be fought best by us lining up shoulder to shoulder and marching towards an enemy hiding and shooting from behind trees.

Hence drones and Hellfire missiles.

The useful idiots among us would require us to send in thousands of troops to kill and be killed arresting suspects so that "due process of law" can be carried out.
