However, a full 100% of donations to UMCOR (United Methodist Committee on Relief) actually reach their intended target without any administrative costs being taken out of the donation.

The administration of UMCOR comes from the budget of the United Methodist heirarcy which is supported by the "conference claims" from all of the individual churches.

From their website: Funding Promise—100% Efficient
Every dollar you give to UMCOR goes to the program you designate. UMCOR is 100% efficient.

This looks a little like a game of Three Card Monte to this old cynic.

It's only 100% efficient because they pay the administration cost with a different pile of charitable contributions. So does that make the other pile 100% inefficient?

I don't mean to criticise UMCOR because I have no idea what the real administration costs amount to. Their claim to being efficient is a bit misleading IMO.
