I am a great believer in savings bonds. In addition to gifts over the years, I invested heavily in savings bonds in 2001 (I-bonds paying inflation + 3%). Unlike Treasuries, savings bonds hold the value of their principal even when rates go up and can be cashed in anytime without principal loss. The savings bond was one of the few investments which a small investor could beat an institutional investor and where a really small investor ($25) could gradually build a stake.

I think the government is deliberately phasing out savings bonds by slow strangulation. At some point, there will be little outcry when the entire program is terminated.

Most unfortunate!
