I am familiar with the well-known timeframe requirement whereby employers have until the 15th day of the following month by which to deposit funds withheld from payroll into the retirement plan.

It is the 15th "business" day.

When I questioned the plan administrator, he responded that "matching is only required to be made by March 15th of the following year, like a profit sharing contribution."

This is generally correct. The employer has great latitude about when to put their funds into the plan.

Maybe that's fine for the matching (only 1% at that), but what about my money?

This is awful. It is a top enforcement area for the Department of Labor. If you contact them, I think you will find that they will make a call to your employer.
