I buy my CDs through Fidelity, and I'm pretty sure other discount brokers offer this service as well. It's fast, easy, and the rates are usually better than what you can get locally. Only problem I've had is that Fidelity's supply of CDs is sometimes limited. They get a new batch in each Tuesday morning and the best ones are often gone by the afternoon. So you do have to act quickly.
